Loki does seem passive at first, although given he fought Sylvie over their choice, I can't call it entirely passive. Certainly the whole series does seem to be making that argument, and given that Loki's own argument in Avengers was in favor of order (with him doing the ordering) it's perhaps not surprising that he comes down on that same side here. And Sylvie, of course, has interpreted order as persecution for unsurprising reasons, so it would have been hard to see her assuming that role.
