I didn't get the impression that Bucky was regretting giving Sam the shield--it was the lack of understanding of the layers of meaning that it would have for Sam (but wouldn't have for a white man). Of course, I've only watched the episode once, so I might change my mind about that scene if I rewatch.
I thought the best piece of that puzzle was when Bucky woke up to Sam's nephews playing with the shield. A nice touch to offer a different perspective than the incredible (and earned!) pain of Isaiah--with an emphasis on how different generations take symbols to mean different things.
